Church World Service (CWS) is a not-for-profit organization working to eradicate hunger and poverty and to promote peace and justice around the world. In response to the humanitarian crisis resulting from Russia’s invasion of Ukraine, CWS has established humanitarian assistance programming and collaborates with local partners to provide food and non-food items (NFI), specialized services such as medical, legal, and psychological consultations, and activities focused on fostering social integration, livelihoods, and mental health and psychosocial support (MHPSS). To better support CWS programs in Moldova and Ukraine, CWS is seeking a Monitoring and Evaluation Officer. Reporting to the Associate Director- Program and Protection.

Design, develop and implement the MEAL Workplan

• Lead the design, development, and implementation of a Monitoring, Evaluation, Accountability, Learning (MEAL) workplan for CWS’ work in Moldova and Ukraine.
• Provide input as requested for project design, funding proposals and budgets to ensure that MEAL activities are realistic, budgeted and in line with donor guidelines/ requirements.

Monitoring & Evaluation

• Lead and support local partners with the collection and analysis of accurate information and data (quantitative and qualitative), to be used in donor reporting, and in decision-making for improved program performance.
• Assist the Country Representative and Associate Director- Program and Protection with defining, implementing, monitoring and analyzing key indicators according to the MEL Plan.
• Assist program team with communicating reporting requirements to partners and ensuring timely and high-quality completion of partner and donor reports.
• Work with the program team and local partners to develop, implement, analyze, and update data collection tools.
• Compile and provide required data for reporting per UNHCR/OCHA (Activity Info), donor, and CWS requirements.
• Ensure the reliable and accurate project participant counts, including required disaggregation for age, gender, and diversity, and to avoid duplicate counting.
• Undertake field visits to monitor program quality, discuss results with relevant staff, and prepare reports to be shared with colleagues.

Accountability

• Support program and protection colleagues with the implementation of complaint and feedback mechanisms among partner programs, including surveys, suggestion boxes, focus groups, etc.
• Communicate partner and program participant feedback to inform and improve programming.

 Learning and Capacity Development

• Provide capacity strengthening training and technical assistance to partners to support project proposals (activity plans and logical frameworks), and accurate data collection and analysis (database development).
• Must be able to occasionally travel to project sites, including Odesa, Ukraine.

Communications/Visibility

• Support CWS Communications team to provide meaningful stories and visuals (photos and videos) for external communication about program successes for donors, individuals, communities, partnerships, etc.
• Follow CWS policy and best practices on the use of images and video of program participants.
• Support team with translation and interpretation as needed.
• Participate in relevant Moldova Working Groups, Ukrainian Cluster Meetings, and Donor Task Groups.

Education:

• University degree or equivalent experience in lieu of degree.
• Specialized training in monitoring and evaluation preferred.

Experience:

• A minimum of 3 years’ experience working in a humanitarian, emergency, or development context; with forcibly displaced or socially vulnerable persons.
• Experience with the development of monitoring and evaluation tools and protocols.
• Knowledge of and experience working with Microsoft Word, Excel, Power Point and database software is essential.
• Experience in providing training and technical assistance.
• Excellent project and data management skills.
• Excellent organizational and time management skills, attention to detail, and ability to manage a large and diverse workload under pressure and with competing priorities.
• Self-motivated and with the ability to work remotely with little supervision.
• Ability to always conduct oneself in a professional and courteous manner to represent the professional and institutional interests of CWS.
